1991 Figures

Overview:

For Hasbro, the new decade introduced a new way of doing G. I.Joe. The efforts of the previous year began to bear fruit as the creators released a Target-exclusive 12-inch Duke figure in September, and made many changes to the general toy line. While toys could usually be found for many months after their debut year, most did not appear in the next year's catalog. New figures began coming in waves throughout the year, instead of all at once. Most figures and vehicles had motorized or electronic effects or could actually fly or fire projectiles. Neon colors began to dominate, with the old olive-green rarely seen. Most of the new figures were members of one or another special mission team, and many were new versions of older figures. There were fewer vehicles released, only nine in 1991, and only the Battle Copters included figures. Finally, figures released late in 1991 included figure stands. These trends were to continue throughout the next several years.

The new releases were characterized by some subtle filecard changes: a thicker, usually larger sans-serif font for the code name, and re-releases carrying an explanatory note that serial numbers had been changed for security purposes. (SN's had been changing for two years already.) There were also additional information lines, such as vehicle assignments. The changes began appearing with the Sonic Fighters, actually released around November 1990. The carded assortment and new vehicles began appearing in January and February 1991. The Air Commandos, whose large gliders practically qualify as vehicles in their own right, appeared around this time, as well as the Battle Copters, the only 1991 boxed vehicles to come with figures. Around September, more new carded figures appeared on the shelves, together with the long-awaited Eco-Warriors. By November, the releases generally regarded as "1992" toys began, with the Super Sonic Fighters and the talking Battle Commanders (covered in the 1992 section).

The comics had perhaps their most eventful year ever, with a war that led to the deaths of fourteen Joes and yet another alliance between G. I. Joe and Destro. The new cartoon series ran for its last season in fall 1991, introducing characters from both 1991 and 1992. Twenty episodes were produced, bringing the total number of half-hour segments to 144. Commercials scrapped animation in favor of brief live-action sequences. These aired as serials, with a plot centered around the "Plasma-Tox" device. The catalog cover for 1991 featured an advertisement for the cartoon, with pictures of most of the 1990 G. I. Joe vehicles. By the end of the year, the number of figures had topped three hundred, over one hundred of which were for enemies of G. I. Joe

Filecard Information: DIAL-TONE's been fixing and building communication systems since he was knee high to a Thyratron. Ten years experience and advanced forces training has also made him an expert in the field of laser technology. To Dial-Tone, bouncing a message off a satellite halfway around the globe, and firing a high- in tensity laser burst at a moving target, are essentially the same thing. So when he heard the high command was looking for seasoned troopers with specialized skills, Dial-Tone said, 'Hold my calls!' Dial-Tone is also the unofficial electronics repairman for the team.
"Out in the field, Dial-Tone used to be the guy caught in the fire fight, huddled in the mud somewhere, screaming at headquarters for reinforcement. Now, he's the reinforcement, and the only message this guy sends is, 'Duck!'"

Filecard Information: DODGER's been fascinated with lasers ever since he went to a local science fair and watched a one inch laser beam slice through six feet of concrete like it was Swiss cheese. It was just a matter of time before he was using thermal imaging range finders, noncoherent pulse Doppler radars, computer driven, multi-mode situational displays, and a host of equally sophisticated high-tech equipment. With his invaluable field experience using laser-guided weapons, Dodger is now part of the Sonic Fighters.
"Once Dodger sets his laser targeting sight on an advancing front line, he's got about thirty seconds to lock in, fire the round, and hit the dirt. And when that blast impacts, he's got about three seconds before it starts raining shrapnel. Why else would they call him 'Dodger'?"

Filecard Information: LAMPREYS project and defend all of Cobra's coastal and underwater outposts, including Cobra Island. Because of their vital importance in the Cobra legions, each soldier is hand-picked, highly trained and formidably equipped. Armed with rapid recycling squad laser weapons that fire short, high-intensity laser bursts and fuse conventional enemy weapons in milliseconds. Lampreys also carry armor piercing laser pistols for close range combat situations. Because a laser weapon's firepower is limited in duration, Lampreys are also issued 9mm pistols with built-in spotlights and 9mm submachine guns that have been specially modified for amphibious operations.

Outfitted with multi-layered body armor and wrap-around acrylic/composite helmets with built-in RTO gear, Vipers are now armed with multi-burst laser pistols, 5.56 Colt Commando Rifles, 60mm surface-to-surface grenade launchers, and stadard issue 9mm Cobra service pistols.

Filecard Information: The British Special Air Service is roughly the equivalent of the American Special Forces and maintains an equally rigorous standard for its recruits. The combat records of SAS personnel are classified, but it is assumed that BIG BEN participated in the initial recon operations in the Falklands campaign and in various covert operations. He received his initial training at Bradbury Lines Barracks in Hereford and was on cadre at the NATO LRRP School in West Germany.
"To qualify for the SAS, a candidate trooper must complete the 'Long Drag' which is a forced march over 30 miles through marshes and rough, hilly terrain, carrying 50 pounds of equipment. This march must be completed in less than 20 hours and is a grueling test of endurance and land navigation. The combination of jet pack and communications helmet allows HAWK to survey the progress of battle as well as keep in constant radio contact with all elements of his command!
"Some Generals like to come out and give a nice rousing speech before a fight, full of 'go-get-'em' and 'yay team,' and that's the last you see of them until the dust settles and they're back up from the rear again, handing out medals and trying to look as battle-weary as they can in starched fatigues. Filecard Information: A classical guitarist in his spare time, HEAVY DUTY sees little difference between playing Bach's "Two Part Invention in D Minor" and operating his Man-Portable Heavy Weapons System. They both require right and left-hand independence, exceptional hand-eye coordination, and the ability to concentrate simultaneously on two or more complex operations. To him, playing Bach correctly and hitting a distant, fast-moving target are two sides of the same coin. It also represents his cultural refinement.
"Let's say you zap a laser-guided missile at a tank. You try to keep your laser-guided designator dot on that tank for the entire run of the missile while that tank commander is popping caps at you. If you move, the laser dot disappears from the tank and your missile wanders away. Heavy Duty carries enough extra firepower to shut down the enemy while his missiles are running. A Scorpion fights hard because he knows that if he messes up, he'll go straight into TOXO-VIPERS, the Cobra Hostile Environment Detachment, better known as the "Leaky Suit Brigade."

Recruited into Cobra by one of the Dreadnoks during a prison term, Sky Creeper originated the Night Vultures, a covert air recon unit, which he commands.

Not only is he known for his intimidating interrogation techniques, but he's also an impeccable copter pilot. He can fly through a Siberian blizzard with his eyes closed and still arrive at Cobra headquarters ahead of schedule.
"We think Interrogator has a voice modulator/synthesizer built into his helmet that works in conjunction with a trance inducing LED display. Filecard Information: TRACKER was one of the few G. I. Joe trainees to totally elude the instructors during the "Escape and Evasion" phase of the indoctrination course. This prompted the cadre to run through the exercise a second time to see how Tracker performed. This time, the commander employed SPIRIT and SNAKE EYES as the quarry. Tracker ran them into the ground in less than twelve hours, which is a pretty remarkable feat considering that no one had ever been able to pick up their trail before.
"Sometimes the bad guys get smart and think they can throw us off the scent by cutting across a swamp or going up a stream. Whenever the trail seemsto stop at a body of water, we just call Tracker to take it from that point. He just pumps up his covert insertion raft and paddles away until the track shows up on dry land again. It's almost as if he can see footprints on the surface of the water!"

B.A.T.s are usually deployed from low flying aircraft without use of parachutes. This delivery system is normally quite demoralizing to opposing troops who happen to witness it.
"The new B.A.T.s, although upgraded in weapons systems, have been severely down-graded in logic and memory components, which have been deemed unnecessary for what is now a machine gun with legs. The right arm can be replaced with a modular missile launcher capable of firing a wide assortment of ordnance. While demonstrating the efficiency of a toxic waste containment area outside the plant, the scaffolding collapsed and he fell into the sludge below. The accident left him horribly disfigured.
"More ruthless and despicable than before, Cesspool is convinced that environmentalists were responsible for his accident and is determined to make the world as ugly and nasty as he is. Armed with an acid assisting chain saw, he's taken his knowledge of high-level dirty dealings and corporate subterfuge straight to the organization that will make the best use of him—COBRA!"

Filecard Information: The original Cobra TOXO-VIPERS were disparagingly referred to within the ranks as the "Leaky Suit Brigade," and assignment to them was considered severe punishment. The new Toxo-Vipers sport top quality, state-of-the-art equipment, greatly increasing their survival ratio, but they still have to deal with intensely toxic sludge and horrible noxious gases as part of their normal tour of duty.
"Toxo-Vipers have the bad attitudes of permanent latrine orderlies. They don't want to be there, they don't like what they're doing, and they know they're stuck because nobody else will do it.
