Overview:

This year, the creators of G. I. Joe added a new thematic element to the Joe vs. Cobra line. Figures were now released under the subtitle "Spy Troops," and the Joes came with Cobra "disguises." This and the change from large, black packages to compact, bright green ones helped the Joes stand out from other soldier action figures. Hasbro also revived the practice of placing actual catalogs of recent releases with their toys (an idea only partially achieved the previous year). These catalogs included a serial comic story that featured the year's primary releases and paved the way for Spy Troops: The Movie in September. The new animated show aired on the Cartoon Network and was available on DVD.

Releases were similar to those of the previous year: four primary waves of figures (in January, April, August, and November), and one wave of repaints (in September). In addition, there was an unprecedented number of store exclusives and new mail offers, from multipacks reviving previous years' special teams to impressive repaints of popular vehicles. There were also straight re-releases of some of the previous year's figures, packaged individually with Mission Discs, CD-ROMs containing classic Joe cartoon episodes. And whereas 2002 saw the introduction of very few new characters, several began appearing in 2003. New versions of old characters continued, the most celebrated being the return of the "Marvin Hinton" Roadblock, last seen in 1994. As in 2002, most vehicles this year had Sound Attack capability. The new vehicle feature was motorized weapons systems. Most distinctive of this year was the "Built to Rule" series—Lego-like vehicles that could be rebuilt in several different modes. (By coincidence, not counting Street Fighters, the Joes finished the year with the same number of vehicles as team members—189 of each.) This year's convention, June 27-29, featured an Operation: Anaconda set with a new enemy, Black Dragon, which like 1992's Headhunters would soon be integrated into the Cobra team.

The twelve-inch figures continued in two series, one using the same characters as the smaller line, but now including large vehicles. The series of generic or historical soldiers now had as long a history in the 1990s and 2000s as the original G. I. Joe had in the 1960s and 1970s.

G. I. Joe was now stronger than it had been in ten years, and getting stronger, with nearly 800 figures and over 300 vehicles available. More figures were released this year than ever before. The new comic continued successfully, the Sunbow cartoon series was being rerun on the Cartoon Network, and DVDs were now on store shelves.

These agents put their lives on the line to find and bring back this important knowledge. One of these agents is AGENT SCARLETT. She started her counterintelligence work by analyzing evidence, setting up surveillance equipment, and preparing reports. After she proved her abilities in small mission, she began to conduct field operations. Much of her job is finding and verifying information, but that's dangerous work when you're dealing with sources that are part of the evil COBRA organization.

SNAKE EYES was living an ascetic existence alone in the High Sierras with his pet timber wolf when he was recruited for the G.&nsbsp;I. JOE team. He is a qualified expert in all NATO and Warsaw Pact small arms, has a black belt in 12 different fighting systems, and is highly skilled in the use of edged weapons.

Filecard Information: Zartan is a notorious mercenary working for COBRA COMMANDER. He is a master of disguise and leader of the Dreadnoks gang. Highly skilled in both infiltration and espionage, he uses an almost chameleon-like ability to blend into the surrounding environment. This is accomplished with the help of "microchip-sized hologram projectors implanted into his uniform, weapons, and equipment." He uses this stealth "invisibility" to enter top secret locations unnoticed and wreak havoc on the G. I. Joe Team.

Filecard Information: When CROSS HAIR goes out into the field after a target, he tries to become the field. He can blend in with his surroundings so completely that an enemy standing five feet away won't see him. He studies his target so closely and so intensely that he can make accurate predictions about where the target is going to move and at what speed. Unfortunately, CROSS HAIR tends to behave this way in the barracks as well. Many G. I. JOE team members have been rudely surprised to find CROSS HAIR looking over their shoulders when they thought they were alone.
The sharpness of his vision is off the scale. When he was asked to read the last line at his army entrance exam eye-test, he responded with the copyright notice on the bottom of the chart. CROSS HAIR once spotted COBRA C.L.A.W.S. COMMANDER at extreme range and got off one shot that didn't appear to have any effect. "I didn't msis," he said, "Is it my fault he was wearing body armor?"
"When I'm in full under-cover mode you can forget about the needle in the haystack; I become just another piece of straw in the haystack."

Filecard Information: SGT. HACKER was a computer specialist at Fort Leonard Wood repairing the mainframes that handle the personnel records when he heard that the G. I. JOE Team was looking for an information retrieval specialist. He immediately hacked into the Pentagon computer system and put his own name at the top of the candidate list. When he was hauled in front of GENERAL TOMAHAWK and asked how he thought such a clumsy attempt would make him look good, he replied that what he did was only to get their attention. Then SGT. HACKER laid a disk on the table that contained the general's high school records including copies of detention slips.
Much of the COBRA central computing system is hidden within a top-secret base with no external access. To hack the COBRA system, SGT. HACKER has to physically get inside the secured base, and the surest and most dangerous way is by posing as a COBRA trooper. It is believed that on one of his raids into COBRA territory he had a hand-to-hand encounter with COBRA medic SCALPEL and got the better of him.
"If it's digital and in memory someplace, I can get it. If that means putting on a COBRA suit and going where they live, then that's fine by me."

Filecard Information: RECONDO was an instructor at the Jungle Warfare Training Center where all the bad-to-the-bone soldiers learn their trade. He learned his craft the hard way, waist deep in leech-infested water or hacking his way through dense triple-canopy forest while dodging bullets and grenades. As cruel and as unforgiving as the jungle is, RECONDO considers it his friend, especially if he can lure the enemy deep inside where they are cut off from support and help.
Rumor has it that once, when RECONDO was on a recon mission in the middle of some dense jungle outback, a whole command section of IRON GRENADIERS went chasing in after him and he sent the lot of them packing with their tails between their legs. That this tale is true seems to be borne out by the fact that IRON GRENADIERS have posted a cash reward among themselves for whoever brings RECONDO in. "You go into the jungle prepared to fight it, you're going to lose. You make your peace with the bugs, the snakes and the heat, and then you've got half a chance."

Filecard Information: U.S. Navy SEALs are the toughest of the tough, and CHIEF TORPEDO may be tougher than all the rest. He goes out on a five mile run and does a hundred push-ups before breakfast, and after that he starts the serious training. Dropped from a moving helicopter into deep water, he can swim to shore with a hundred pound pack full of weapons, run cross-country for ten miles, and still be back at headquarters in time for dinner at the mess.
CHIEF TORPEDO has no sense of humor, no bad habits and amazingly enough, still manages to have friends and enjoy their company. He spends his spare time reading technical manuals and working on his vintage '68 muscle car. His fellow G. I. JOE team members respect him for his professionalism and skills, avoid sparring with him during hand-to-hand combat drill, and keep their distance when he shortens the fuses on his grenades.

Filecard Information: A tough kid from the mean streets of Brooklyn, TUNNEL RAT got even tougher going through the Ranger course at Fort Benning and on numerous top-secret missions. He has a special love for demolitions. He earned his code name by crawling into enemy tunnels with a cocked .45 in one hand, a trench knife in the other, and a flashlight clenched in his teeth. DUKE thought that TUNNEL RAT was the perfect G. I. JOE to infiltrate COBRA underground systems since he was already poking around down there anyway.
Most people would feel claustrophobic in a dim, narrow tunnel, especially if they knew that there might be mines and booby-traps imbedded in the walls and that heavily armed enemy troops might be lurking around the next bend. At the very least, they would feel threatened, trapped, and totally insecure. TUNNEL RAT feels none of that. He feels at home.
"This job is great. I get to go to weird and exotic places, meet interesting people who are all out to surprise me, and at the end of the month I get paid. What more can I ask for?"

Filecard Information: One of the few DREADNOK members with a real practical skill, BURN OUT could have been an engineer if he hadn't dropped out of a top technical school during freshman orientation. A natural genius at mechanics, he became fascinated with motorcycles at an early age. His superb handcrafted custom bikes soon caught the attention of ZARTAN, who lost no time in recruiting him for the DREADNOK group. It was ZARTAN who encouraged BURN OUT to expand his expertise to a broader range of mechanics and sparked his interest in disguises.
With a minimal amount of study, BURN OUT can assume another person's body language and speech pattern with an amazing perfection. Given the proper uniform, equipment, and credentials, BURN OUT is capable of infiltrating tightly guarded military installations and defeating the strictest security measures. He strongly suspects that CHIEF TORPEDO was responsible for blowing up his favorite customized motorcycle.

Filecard Information: COBRA C.L.A.W.S. COMMANDER served in the elite special operations unit of a European army before working as a mercenary in various trouble spots around the world. Not much is known of his history before that, but it has been rumored that as a teenager he was active in the criminal gangs of Russia where he dealt in bootleg video games, counterfeit designer jeans, and pirate copies of hip-hop CDs. He is fluent in five languages, an expert marksman with pistol and rifle, highly proficient with edged weapons, and an expert with all known types of demolition materials. COBRA C.L.A.W.S. COMMANDER is also the leader of the Combined COBRA Choir and Glee Club.
In command of the elite COBRA C.L.A.W.S. unit, he believes in leading by example. He is the first one out of the helicopter during an airborne assault, the first to kick down the door in an urban raid, and the first one to break into a rousing rendition of "The COBRA Marching Song" (in A-flat).

Filecard Information: Being the leader of an entire unit of android troopers comes quite naturally to OVER KILL since more than fifty percent of his body has been replaced by mechanical parts. He is also equipped with integral body armor, a self-contained breathing unit, and a wireless modem implanted in his brain. His vision has been enhanced with image intensifiers and infrared scanners. A targeting computer is hard wired between his right eye and his trigger finger.
Having command of a small army of mindless robots has affected his mind, making him overly sentimental and protective of his troops. OVER KILL sees them as individuals and gives them secret names, picking out some for special attention. This is why he has a grudge against TUNNEL RAT, who in the course of a sabotage mission poured sand into the supply of 30 weight motor oil for the B.A.T.s, effectively disabling more than half the unit.

Filecard Information: SCALPEL received his medical degree through the mail from a small college that advertised in the back of a magazine. His practical experience came from working as an assistant to a doctor in an illegal clinic that treated wounded gang members and other criminals. He joined COBRA not only for the money, but also for the chance to work on exotic injuries and wounds. His patients have a very high survival rate, but none of them would give SCALPEL points for bedside manner. As a matter of fact, there have been several complaints about "that nervous little giggle he has when he's working."
Unlike most conventional medics, SCALPEL does not object to picking up a weapon and joining in the fight as long as it looks like his side is going to win. As far as he is concerned, it just means more patients for him, and he is above all else, a man who enjoys his work. SCALPEL harbors a personal grudge against G. I. JOE SGT. HACKER for reasons he refuses to reveal.

Filecard Information: A sniper needs to control the high ground, but he also has to have the means to get there totally unnoticed. BARREL ROLL uses specially modified COBRA personal gliders combined with COBRA battle armor to penetrate enemy territory. BARREL ROLL jumps from a plane at an extremely high altitude, above enemy radar range, and free falls with an oxygen mask. At the last moment, he deploys his glider system and flies low to the ground below enemy radar until he lands at a suitable position where he digs in and stays motionless for up to three days before he takes his shot.
BARREL ROLL has been practicing all his life to be what he is. Even as a kid, he could stay stock still for such long periods of time that teachers would think he was sleeping with his eyes open, until he blinked and faithfully repeated everything that had been discussed in the class. He was a whiz at math, which is essential for calculating trajectories. BARREL ROLL was the absolute best at anything that had to do with accuracy.

Part of the Mobility Troop, BIG BEN has participated in many missions, the details of which remain classified. He's now on assignment with the G. I. JOE forces to lend his commando skills to the team. BIG BEN thinks the Americans have strange accents and even stranger ways of doing things, but he admires their iron-fisted courage. When he fought the COBRA ALLEY VIPERS in Operation Streetwise, he showed them why it's never wise to be on the wrong side of an SAS solder.

Filecard Information: COBRA VIPER members are the grunts of the COBRA legions. If there's a dirty job that needs doing, these guys are first in line. They wear multi-layered body armor and wrap-around helmets with built-in radio telecommunications gear, and carry multi-burst laser pistols, commando rifles, and grenade launchers. They know that they're looked down upon by the more elite COBRA groups, but that just makes them fight harder, so they can prove to everyone that plain rottenness gets the job done as well as fancy training. They're ready at a moment's notice to cause harm and do damage anywhere that COBRA COMMANDER sends them. Ripping up the roads on their COBRA VENOM CYCLE vehicles, COBRA VIPER members like to think of themselves as a biker gang with the most technologically advanced "hogs" on the planet.

STALKER, are there to make explosive devises [sic] safe. They are trained at the military's EOD Training Facility, where they learn how to find, identify, access [assess?], and eliminate EODS. Depending on the kind of explosive and the situation, SGT. STALKER may blow them up where they are, move them then blow them up, or disarm them on the spot. Filecard Information: WRECKAGE perfected his craft at the Army Jungle Warfare Training Center, where he served as a member of the OpFor (Opposing Forces) cadre. It was his job to play the enemy in training exercises, and he took his job very seriously indeed. His favorite trick was to sneak up behind a trainee and write "bang, you're dead," on the back of his helmet without him knowing he was there. Once, he booby-trapped a drink cooler with a live skunk and left it in the path of a thirsty trainee patrol. His methods may have been irregular, but they worked; his victims never forgot the lessons he taught them. Any demolitions specialist can set a charge and blow something up, but WRECKAGE is also an expert at defusing and disarming demolitions. This is quite an asset in hostile territory where one is apt to find all sorts of dangerous stuff just lying around waiting to be stepped on or activated by a trip wire. He is even better at spotting these troublesome devices and avoiding them entirely, which is why the other members of the G. I. JOE TIGER FORCE team are always glad to have WRECKAGE along on any mission.

He can be totally depended on to provide all the fire suppression necessary to carry out a mission, and anyone on the team will tell you that there is nothing more comforting than seeing ROADBLOCK coming up behind you, laying down a steady protecting covering fire. ROADBLOCK is a world class chef, and equally at ease with preparing a seven course gourmet dinner as he is with laying out a staked-out field of fire for an ambush. Amiable and well-liked by his fellow team members, ROADBLOCK does not appear to have any irritating faults—other than a tendency to put a dash too much cayenne pepper in his famous crawfish stew.

A knowledgeable chief with hands-on experience in most naval vessels up to frigate class, he is a strong hand-to-hand fighter as well, and can be counted on to put the enemy out of commission and take names when boarding hostile ships or securing a hot enemy stronghold. It is quite telling that none of the other G. I. JOE members ever call SHIPWRECK "swabbie" or "sailor-boy." It's just not worth the risk! GUNG HO has been heard to remark that Shipwreck is the last guy he would want to get into a knife-fight with. This is not to say that he isn't a likeable and sociable individual. On the contrary, he is always the first at the mike on karaoke night, and can perform a number of amusing tricks with his tattoos.

All of his records are sealed, but it is believed that the reason for his rejection had to do with his possible involvement in the disappearance of his sister, CADET BOMBSHELL. His expertise with long-range sniper rifles is the result of his obsession with accuracy. BLACK OUT has no natural talent for stalking or shooting, but persistence and practice have resulted in a high level of proficiency that is never sparked by any flashes of brilliance. Cold and mechanical, he mistakenly believes that playing all the notes correctly and at the right time is what makes a song.

MINDBENDER improved and perfected the "brainwave scanner" invented by a nefarious doctor, and used that device to brainwash anybody who opposed the policies of COBRA COMMANDER or neglected to brush after meals. Meticulous and fussy, DR. MINDBENDER is the type of person who eats pizza with a knife and fork. He has been known to participate in battles, but prefers to manipulate events from behind the scenes, preferably inside a bulletproof bunker

A targeting computer is hard wired between his right eye and his trigger finger. Having command of a small army of mindless robots has affected his mind, making him overly sentimental and protective of his "troops." OVER KILL sees them as individuals and gives them secret names, picking out some for special attention.

Filecard Information: SAND VIPERS are trained and equipped to operate in deserts as hostile to human life as the Sahara and the Mojave. The ability to endure high temperatures, blistering sun, and a total lack of water is the prime requirement for a SAND VIPER candidate. In addition to total proficiency with the entire range of COBRA small arms, the SAND VIPER is also expected to maintain and repair his weapons under conditions that are highly destructive to finely machined metal parts. His body armor is capable of deflecting shrapnel and most pistol bullets. The armor is actually the outer layer of a watertight suit that retains, purifies, and recycles body moisture to keep them cool and hydrated. The suit allows SAND VIPERS to function in extremely arid environments for extended periods without a re-supply of water.

Filecard Information: UDTs are the first ones on the scene to check out the general situation, clear any obstacles and eliminate mines and other devices. They must be SCUBA and airborne qualified and have a good working knowledge of explosive ordinance disposal, rubber boats, and nasty little weapons that don't make a lot of noise. DEPTH CHARGE has ratings in all these skills that are among the highest ever recorded in the program. He totally hates the water. He doesn't like swimming, despises pools and hot tubs, gets irritated by the sound of seagulls, is nauseated by the smell of ocean air, and takes the long way around puddles. What DEPTH CHARGE loves is everything else about being a UDT, so he is quite willing to put up with the annoyance of being immersed in water while carrying out his duties.

Filecard Information: SLIP STREAM was a video-game whiz and computer hacker until he discovered flying. He joined the Jr. Civil Air Patrol while a teenager and eventually got his Air Force commission through the R.O.T.C. He finished at the top of his class in flight school where his knowledge of computers and his lightning reflexes gave him a keen competitive edge. It takes a light touch to fly a fighter jet that's tricked out with highly sensitive, computer-assisted control surfaces, but SLIP STREAM has the eyes, the brain, and the guts to make that aircraft do exactly what he wants. He speaks several languages fluently, plays a mean game of table tennis, and is known in the "Pit" as an repentant joker and mimic.

Filecard Information: Soft talking, slow walking, easy-going and hard-riding, WILD BILL might have been a cavalry trooper, a real horse-soldier in another age. These days, the horse of a cavalry trooper eats jet fuel instead of oats and comes with rotor blades instead of a saddle blanket. A lot of chopper pilots won't think twice about taking you into a hot landing zone. They come in low over the treetops, flare, drop down low enough so you can jump without breaking a leg, and then they are out of theere. When you need to get out of that LZ, when the enemy triple-A is working overtime, and when you think no pilot in his right mind is coming in for you—WILD BILL will. NEO-VIPERS get on his nerves. He thinks that anybody who goes to all that trouble to be the best at what they do should at least have the sense to know right from wrong.

Filecard Information: COBRA COILS are guys with primitive central nervous systems and high pain thresholds who ride motrocycles and other fast-assault vehicles. Their armored crash helmets contain voice-activated servo-controls to allow them to control their motorcycles simply by telling it what to do. "Go faster, shift down, brake, etc." Steering is accomplished at high speeds by leaning and shifting body weight, freeing the driver's hands so he can fire and operate his weapons at the same time. COBRA COILS train hard. If they aren't making strafing runs on the practice range with their vehicles, they are blasting away on their computer simulators. Their training objective is to function as a single entity with their vehicle. This has led to several cases where COBRA COILS have been heard to make revving noises in their throats when they walk faster.

Filecard Information: COBRA B.A.T. groups are expendable cannon-fodder for COBRA. Components are manufactured cheaply in foreign factories and assembled in secret plants by COBRA VIPERS on punishment duty. Final assembly is expected to be completed by the COBRA B.A.T. troops themselves, who are handed a screwdriver and soldering gun as soon as their arms are attached. The new improved COBRA B.A.T. trooper contains a chip pirated from a popular console video game, which allows for better target locking and accuracy. The Battle Android Trooper is a "fire and forget" weapon, in that once it is turned on and pointed at the enemy, it keeps seeking out targets until the battery dies or it runs out of ammunition. Weight considerations limited the amount of armor these robots could carry on the motor and gears section, so when hit from behind they burst into flames.

Filecard Information: COBRA INFERNO B.A.T. troopers are advanced versions of standard issue B.A.T. V.2 models. The "advancements" consist of increased aggressiveness programming, which makes them more combative in battle but also overrides their group awareness function: in other words, they'll automatically mow down even fellow B.A.T. troopers to get a clear shot at their target. The G. I. JOE team not-so-fondly calls them "those flaming tin cans" because the androids glow red-hot in battle. DR. MINDBENDER designed their internal processing units to generate intense heat, allowing them to send out bursts of heat and fire. A platoon of INFERNO B.A.T. forces coming at you gives off the same heat waves that rise up from hot tarmac on a desert airstrip in August. Unfortunately, they are no mirage. But as some of the G. I. JOE soldiers have been heard to say, "They still make that nice pinging sound when you hit them, just like when you blast tin cans off a fence post." After a battle, COBRA forces usually wait for the B.A.T. troopers to cool before retrieving them, because they are too hot to be transported in standard vehicles.
