The smaller Joe line's 25th anniversary began quietly. Amid rumors of special releases, the "Sigma Six" name was dropped from the eight-inch figures, establishing that this would be the G. I. Joe identity from now on. As summer was ending, the Anniversary figures finally came. Released widely in discount stores and available at Hasbro stores and countless other places online, single packs and fancily-packaged 5-figure sets were easy to find. Fans soon learned that there would be several waves of 25th-anniversary releases, extending into 2008 with preorders accepted months in advance. One thing was missing this year: vehicles. For the first time, Joe would have a figures-only year aside from a convention exclusive. It was also during 2007 that fans received official confirmation of an upcoming live-action G. I. Joe movie, a project that had been in the rumor mill for twenty years.
Figures released with the Anniversary theme had the old-style yellow cards and concept-first arrangment of information. These figures would have a new construction this year, slightly larger (more accurately characterized as 4" figures) and therefore unable to fit in some of the older vehicles. Yet they were also heavily articulated, intricately detailed, and made almost entirely from new molds. Each one also had a personalized figure stand, with the code name on the front in white. One complaint was that the early 25th releases suffered from the T-crotch problems of the first new-sculpts from 2002. By the end of the year, new figures and select re-issues had their waistpieces altered so that they could sit normally.
Note on Wave numbers: Eight 5-pack figures were reissued on single cards around Christmas time. This wave was popularly known as "Wave 4," resulting in the next release of new figures being called "Wave 5" (officially 2008 Wave 1). However, the cardbacks list the reissues after Wave 5, so that these numbers would appear reversed. Both these waves appeared in stores at about the same time (second week of December 2007), but Wave 4 continued shipping at least through February 2008. This guide follows the common numbering and describes the reissues as "winter 2007/08." (The reissues were Duke, Gung-Ho, Roadblock, and Scarlett from the Joe set; Cobra Commander, Destro, and Storm Shadow from the Cobra set, and Air Trooper from the Cobra Legions set. Snake Eyes and Cobra were available in other waves, but the Baroness and Vehicle Driver were not released on single cards.)

Filecard Information: ICE-VIPERS are the mechanized branch of COBRA's polar assault troops, specially trained to operate, service, and repair the fleet of various cold weather vehicles in hostile arctic environments. Because of the likelihood of mechanical weapons freezing, they are further trained in several Martial Arts as well as the use of exotic edged weaponry. Unfortunately, the cold climate causes most of their tools and weapons to freeze in mid-use and otherwise become unusable. This ex-soldier was a born rebel who yearned for something other than his dead-end existence as an auto repair mechanic. Filecard Information: The COBRA TROOPER infantry forces are the most basic, bottom-of-the-barrel soldiers in the COBRA regime. They have to work their way up to become COBRA VIPER forces. They are thugs, mercenaries, pirates, and assorted lowlifes who are recruited from all over the world. They are given the most basic level of training, which amounts to simply organizing a handful of them into a reasonably cohesive group, giving them the most basic of uniforms, handing them equipment, and telling them to go out and destroy, sabotage, and wreak havoc. Filecard Information: CLUTCH is a master mechanic and street racer, famous everywhere from his start at Manny's Mean Machines in New Jersy to the Indianapolis 500. His interest in seeing what vehicles the military had available to "play with" led him to an impressive Army career, as well as being hand-picked for assignment to the G. I. JOE team. With his promotion to Sergeant, he became the chief vehicle technician for the entire G. I. JOE motor pool. While famous for driving and tricking out VAMPs (Multi-Purpose Attack Vehicles), he is adept with all jeeps, quads, APCs, and any other four-wheeled vehicles he can get his hands on. He even retools captured COBRA vehicles just to see how they tick, and how he can improve them.
CLUTCH has a great deal of specialist training under his belt, including Advanced Infantry Training, Covert Ops School, Ranger School, and even Executive Bodyguard School. However, the only things he really cares about are fast cars and women, which he still refers to as 'chicks.' Some time ago his teammates convinced SPARKS to hack the official database and change his codename, but he only took it as a compliment, knowing how difficult it is to master that gear-changing technique. Filecard Information: It might seem paradoxical to have a general infantry trooper in a special missions force, but GRUNT is no ordinary soldier. Even in an army of thousands, GENERAL HAWK took notice and saw in GRUNT the consummate soldier. GRUNT was always the backbone of every unit to which he was assigned and exceeded expectations in countless operations. This type of outstanding service record led to GRUNT being chosen as one of the original members during the formation of the G. I. JOE team. Filecard Information: A surfer, bodybuilder, and bass guitarist in his free time, ROCK 'N ROLL has been the machine gun and Gatling gun specialist for the G. I. JOE team since its inception. Over the years he has proven to have an unfortunate knack for stumbling onto COBRA strongholds and secret operations, sometimes even getting captured—all to COBRA's eventual regret. His quiet demeanor often leads people to believe he is a product of the laid-back California lifestyle, but DOC believes he may actually be losing his hearing, though she is unsure if it is from the blaring noise of his machine guns or his penchant for high-decibel heavy metal music.
ROCK 'N ROLL is genuinely dedicated to preserving freedom and the safety of his teammates like few others. He is constantly updating his equipment and skills, even taking assignments in obscure, highly classified sonic weapons projects. He is always ready to lay down cover fire and guide the team to their target without missing a beat. To keep his skills sharp, ROCK 'N ROLL has fully prepared for his cold weather survival training in the Rocky Mountains, but it also doesn't hurt that he will be bringing along his new snowboard.
